VoIP question

Hi guy was reading through the forum but not to sure what Voip is all about. I know its internet calling but why are some phones on orange and vodafone blocked for?

My phone is unlocked so I should be able to use it but would appreciate if someone could explain what it is etc a little simpler for me.
