TV Out freq manipulation....

Heres one for the tech heads...

Im using the TV out function in NTSC mode, but i have a very strange monitor (dont ask! ) and i need to output slightly different frequencies for vertical sync and horizontal sync.... normal ntsc is about 60hz and 15.7 hz....i need to change these slightly to get a clear picture....

is this possible with a 3rd party app...basically i need something like a program called PowerStrip (made by enTech for PC) on my phone.....

lll try something else...how about TV IN from the av port.....? like using an external camera or soemthing.....? possible?
