What you are looking for will be available shortly from RealEyes3D. On the 25th of last month they announced that they cracked the market on the 1D barcodes- until now, no one else could do it. Hence the reason it's be hard for you to find an app.

Anyway, the app only needs a camera capable of 640x480 resolution, so pretty much any device can do it!

Definitely worth it to stop by their site- there's several interesting projects going on right now. The qipit application/service is wicked slick. There's a couple other similar apps out there, but nothing like the performance and usability of Qipit.
